More extensible attribute plugin that handles simple attributes
with runtime config commands

SHAR and library is now multi-threaded and does not serialize
queries from multiple threads.

New config options for refreshing sites file, specifying
policy for federations

Support for regular expressions in .htaccess rules

Support for Attribute Acceptance Processing via an XML
ruleset that filters attributes and values based on the
asserting party before the RM layer receives them.

Better logging and error handling in various places
