Subject: "=" in tyhe value

Perhaps it is confusing to have the value in the same box
as the operator.  We can think about that.
 
It would be more useful to a user who forgets to put the
value to report an error "Rule 3: missing operand" than
just having the rule not fire and waiting until the person
figures it out.
