Subject: runrules.1 man page done.

    I've finished the runrules man page an put in in the
/afs/athena/astaff/project/argus/doc/man.pages directory.
   I was unable to keep the " | off}] " part of the -uprop
option in the summary from dissappearing...ditto for some of the
 -data options in the summary. I've cleared up all the other problems, tho.
I just don't know troff well enough to fix this.
   Outside of these two minor problems, the runrules man page looks
like it should.
