The standard MIT mailing list (i.e. listname@mit.edu) does not permit
moderation or address blocking.  

However, another option is a mailman list - mailman allows for
moderation, archiving, automated bounce processing, and a large number
of other features.  For more information on mailman, see

To request a mailman list, send email to accounts@mit.edu.  If you
have a "standard" moira list, and want to transition it to a mailman
list, again, send mail to accounts@mit.edu.
