For the prototype, this is the first cut of changes needed to support
two REMOTE_USER options (i.e. for HTTP/SPNEGO and certificates).
The two major changes to the stock code are: 1) Instead of the
$REMOTE_USER_REDIRECT configuration scalar, use an array of hashes
@REMOTE_USER_REDIRECTS, with key/value pairs for type (name), uri,
label, etc.; 2) save the user's REMOTE_USER type preference in
$REMUSER_COOKIE, instead of just a Boolean.  For now, this assumes
that @REMOTE_USER_REDIRECTS has two elements.
