Incoming files should be placed in /incoming .  The will be reviewed by 
the maintainer and moved to an apropriate location.  Once a file is 
placed in incoming it may not be retrieved, deleted or accessed in any 
manner until the site maintainer has reviewed it.  Think of /incoming 
as a night deposit box.
