Here's the JIC ("Joint Investigation Council") roster through January
of 1994.  The JIC is composed of one developer and one consultant,
who each serve one-month shifts.  The consultant changes on the first
of the month, and the developer on the fifteenth.  The JIC member
who's been serving longest is the "senior" member, and is responsible
for assigning all bugs received through the end of his or her shift.
