Clinton also created a new flap by accusing Jesse Jackson of "backstabbing" after being erroneously told Jackson decided to back Iowa Sen. Tom Harkin. Republican candidate Pat Buchanan launched attack ads aimed at President Bush. UNITED WAY LEADER STEPS DOWN: William Aramony, president of United Way of America, quit Thursday amid criticism of his financial practices. Critics lashed Aramony for his $463,000-a-year pay, first class travel, creating spin-off businesses and hiring cronyism. Aramony apologized "for any problems that my lack of sensitivity to perceptions has caused this movement." PHILADELPHIA TO TAX ATHLETES: Philadelphia, financially strapped by a $200 million-plus budget deficit, is planning a 4.31% non-resident wage tax on visiting athletes. If approved, Dallas Cowboys quarterback Troy Aikman would owe $4,000 per game and the city could claim $13,156 from Mets outfielder Bobby Bonilla. "It's an accountant's nightmare," says Jim Steiner, agent for San Francisco 49ers star Jerry Rice. USA PROPOSES MORE TREE PLANTING: An international treaty to combat global warming appeared closer to reality after U.S. negotiators disclosed new commitments to reduce emissions of heat-trapping gases. The United States told the United Nations Thursday it is prepared to: Strengthen appliance standards to boost energy efficiency in housing, industry and commerce; buy more alternative-fuel vehicles; and plant more trees. CARS FOR DETROIT MADE IN CANADA: The Motor City thought it was making a politically smart decision to replace an aging fleet of cars with Fords. But critics point out the 41 Ford Crown Victorias made in St. Thomas, Ontario - 100 miles outside Detroit - will be imported to a city dealer. Barbara Gattorn of the Greater Detroit Chamber of Commerce calls the critics nitpickers. "Hardly any products are 100% American." KILLER BEES TO STING TEXAS: Large swarms of "killer bees" will invade Texas by late March, officials said Thursday. Expected targets: San Antonio, Corpus Christi and Houston. "We expect the amount of swarming activity to be a nightmare," said Elba Quintero of the U.S. Department of Agriculture. The Africanized honey bees attack more aggressively than others. BAIL SET AT $2M FOR KILLER: Bail was set at $2 million in Minneapolis Thursday for Jay Thomas Johnson, 24, accused of killing two gay men last summer. Police said they found a journal in which he wrote that since learning he has the AIDS virus he wanted to become one of the nation's most notorious serial killers. MIA PHOTO IS A HOAX: The Pentagon Thursday said a photograph purported to be of U.S. Army Capt. Donald Carr, missing since his jet crashed in Laos in 1971, is a fake. Officials said a German, Gunther Dittrich, identified himself in the photo and said it was taken in Bangkok, Thailand, three years ago. Dittrich reportedly told officials he didn't know it would be linked to Carr. PRISON ESCAPEES HAD RADIO: West Virginia prison authorities have more embarrassing news. The tunnel three killers dug to escape the penitentiary last week included a string of lights, electric fans for ventilation and even a radio. And prison guards helped haul away some of the tunnel dirt, thinking they were taking home rich garden soil. Two escapees remain at large. One was recaptured in Oklahoma. HAYAKAWA DIES: S.I. Hayakawa, an outspoken individualist who rose to fame when he faced down California student radicals in 1968, died of a stroke Thursday. He was 85. As San Francisco State College president in December 1968, he silenced anti-war student protesters by climbing atop their sound truck and ripping out speaker wires. "He was a courageous man of integrity," said former President Reagan. YOUNG KILLER SENTENCED: A San Antonio jury Thursday sentenced 12-year-old Edwin Carl Debrow III - described by prosecutors as "a sick little monster" -to five years in juvenile custody and 27 years in prison for killing a taxi driver. The boy shot the driver in the back of the head. MOST OF USA TO BE PLEASANT: Pleasant weather graces most of the USA this weekend. The Great Plains, the Mississippi Valley and the Southeast will bask in abundant sunshine as readings remain mild. Cloudier weather will push into the West, bringing showers to the Pacific Coast. The Northeast will have chilly weather with light showers Friday. Windy and blustery weather will follow for the later part of the weekend. DOW JONES OPENS ON DOWNSWING: The Dow Jones average of 30 industrials opens Friday at 3269.45, after closing down 13.87 Thursday. The New York Stock Exchange composite opens at 228.75, down 0.48.
