Debugging Tether Problems
Some good questions to ask:

Is the user active in the system? (tethercheck)

On Radius server 1 user jdb is in the database.
On Radius server 2 user jdb is in the database.

Is the user registered for Tether?

Has it ever worked?

If so, when did it stop working?

What changed? (System upgrade, new phone line installs,
phone trucks in the area, first use of air conditioner this year, etc.)

Verify configuration information.
