Parten; Oil Executive Aided WW II Effort, Recovery Publication Date: Thursday November 12, 1992 BYLINE: J.R. Parten, 96, an oil executive who served the Truman and Kennedy administrations. Parten was chairman of Parten Oil Co. of Houston and was appointed chief of staff of the Allied War Reparations Commission by President Harry S. Truman in 1945. Additionally, he was responsible for getting crude oil and oil products to the military during World War II and the Korean War. He was director of the Federal Reserve Bank in Dallas for 17 years and oil policy adviser to the Interior Department under President John F. Kennedy.
