The 4-0 vote in favor of extending the ordinance through Nov. 18, 1993, was made with the expectation that a specific plan for the downtown area will be adopted and the moratorium lifted by early 1993. Councilwoman Mary L. Manning was absent. The ban on commercial developments affects an area along Las Tunas Drive between Rowland and Sultana avenues, and along Temple City Boulevard between Workman and Woodruff avenues.
