Robert Kress outlined the legal process. Kress told the council during Monday's meeting that proponents of a La Verne school district must first gather signatures from 25% of the city's registered voters. County and state officials then must review the petition and hold public hearing before deciding whether to place the issue on the ballot. Although a simple majority vote would decide the issue, Kress noted that the question of who gets to vote often ends up in court.
