The measure, which expires in September, 1993, allows the city to study the downzoning of some of the areas to protect established neighborhoods of single-family homes. The council agreed to re-examine the 11 projects, which had received Planning Commission review before the measure's Oct. 26 enactment. One of the 11 property owners received a refund of his application fees to withdrew his project.
