Councilwoman Christina Cruz-Madrid made the request because she is concerned about the number of unemployed men who congregate daily at Edgewood Shopping Center, on the southern edge of town, looking for work. The city had studied the possibility of providing a place where laborers and employers could meet but the idea was abandoned in March for lack of community support and funding.
