Pitchess jail in Castaic. The plant, which produces electricity, was added to the county jail in 1986. According to a county staff report, the $20.4 million amounts to less than the amount now budgeted to operate the facility. The plant requires eight operators plus maintenance and supervisory personnel. This article is copyright 1992 The Los Angeles Times Home Edition.
