City Council members approved the project despite complaints from one man who said plans to convert an existing building into a public restroom would promote lewd behavior in the area. The landscaping and walkway will cost about $400,000. The park, called Fieldstone, will be developed at the south end of Spinnaker Bay Homes and will include a lagoon and L-shaped dock. It will cost $750,000 to $900,000. Funds for both parts of the project would come from a developer, who has not been chosen, and from city funds set aside for tidelands and beach projects, said Susan Heimos of the city Parks and Recreation Department.
