A psychiatric study was ordered to determine if a teen-ager who
admitted murdering a Fresno State football star and a woman should serve
time in adult prison. Arthur Eric Phelps, 17, had previously pleaded
guilty to second-degree murder of Melvin Johnson and first-degree murder
of Lisa Kelley, who were killed last Jan. 2.
