Supervisors Terence Hallinan and Carole Migden are urging caution as the board considers the $1-a-year lease proposal that also would give the Giants' incoming owners all parking revenue and a share of concession profits. The 49ers, who have a $2.5-million-a-year lease through 1999, are concerned that the deal takes away money from a stadium improvement fund.
