WILD IN THE STREETS Tom Hulce, in town to play "Hamlet" at the Shakespeare Theatre at the Lansburgh, must think there's something rotten in the District. After dinner Monday at Bice, he strolled toward the theater and witnessed quite a ruckus. Turned out to be Morley Safer and a "60 Minutes" crew. They'd just chased Chuck Manatt, former head of the Democratic National Committee, out of a party onto the sidewalk for a 15-minute interview. Unfortunately, Mr. Manatt headed out of town the next day, so we weren't able to find out what was so important to Mr. Safer. By the way, the party that Mr. Manatt attended was supposed to be a welcome bash for the Clinton-Gore transition team. But the only ones who turned up at Bice were a few journalists and other locals hoping to get to know the team. GATE-CRASHER So much for the imposing gate guarding the Canadian Embassy's driveway off Pennsylvania Avenue. Supposedly terrorist-proof, it cost $100,000 and is now being sold for scrap. Made of polished stainless steel, the "poorly designed" gate broke in 1989 after just two weeks of use, said the Toronto Sun on Monday. The computer-controlled gate would cost $60,000 to repair, so the embassy has decided to spend $24,000 on a lighter gate. HAIR-RAISING Kevin Costner was just on "Entertainment Tonight" to pitch his latest flick, "The Bodyguard" with Whitney Houston, and he's got the best pitching angle. The flick is "really kind of a make-out movie. You want to take your sweetheart ," he claims. He did not, however, explain the geeky haircut he sports in the movie and still has. A sort of Ross Perot do gone limp, it has girls giggling more than swooning. NO MOSS HERE The Duke of York has found a way to flee his troubled marriage to Fergie, formally the Duchess of York. As of April, he'll take command of a warship, the Royal Navy announced yesterday. Andrew will have the rank of lieutenant commander and will be in charge of the HMS Cottesmore, a minesweeper. Such a command is considered training for taking over bigger ships eventually. * Rolling Stones bassist Bill Wyman agreed yesterday to an $880,000 divorce settlement with former wife Mandy Smith, lawyers for both sides said.
