Andrew Healy, 34, the house's owner, jumped from a second-story window after the fire started about 1:20 a.m. He was taken to Alexandria Hospital and treated for smoke inhalation, second- and third-degree burns on his hands and face and a sprained ankle. He remained in the hospital yesterday afternoon. Byron Andrews was fighting the fire inside the house in the 1700 block of Dogwood Drive when he fell through the stairs and received minor burns on his left leg, fire officials said. He was treated and released from Alexandria Hospital. Neighbors called the fire department to alert them to the blaze, which gutted the house and caused heat damage to five nearby town houses. Fire officials estimate the damage at about $300,000. S=NEW STORY Lawsuit against Moran dismissed in court A U.S. District Court judge yesterday dismissed a lawsuit against Rep. James P. Moran that demanded he reimburse the government for the cost of mailings to voters outside his district. Virginians against a Corrupt Congress filed the lawsuit less than two months ago in U.S. District Court in Washington. The suit alleges that Mr. Moran, a Democrat who represents Virginia's 8th Congressional District, spent more than $100,000 in public funds between September 1991 and June 1992 to send mail to areas outside his district. The judge ruled that the group must first take its complaint to the House of Representatives' Franking Commission before suing in federal court, the group said. The mailings were intended to influence the upcoming election, the lawsuit charges. The 42 persons who filed the suit are supporters of Kyle McSlarrow, the Republican candidate for the district.
