The federal agency proposed building the dome-covered tower about eight miles southeast of Baltimore-Washington International Airport to detect dangerous winds. Residents and parents blocked the project when federal officials could not dispel fears that the tower could cause possible health problems. Parents of children at the Indian Creek School were concerned about the effects of low-level radiation on their children. The FAA has earmarked $50 million to build 47 wind-shear towers across the nation. Tracking systems are to be built in the Baltimore-Washington area to serve three airports and the Andrews Air Force Base. S=NEW STORY Firefighter injured in shootout A Baltimore firefighter was critically injured when he was shot in the face during a shootout outside a nightclub, police said. Two other men were shot in the legs when two groups of men began firing at 2:15 a.m. Tuesday. Firefighter Leonard Spence, 21, of Baltimore, was taken to the Maryland Shock Trauma Center where he was in critical but stable condition. Dwayne Evans, 18, and Gerard Wilson, 19, both of Baltimore were in good condition at Sinai Hospital. Police said Mr. Spence was injured when a bullet went through the driver's side window of his car and hit him in the cheek. The other victims were shot as they stood at a bus stop. All three were innocent bystanders, police said. At least 10 empty bullet shells and shotgun casings were found at the scene. No arrests were made.
