By the time dawn broke and the breakfast trays were rolled in, courtesy of Quality Products, the Democratic crowd watched President-elect Clinton promise a new era for America on the giant television screen. "We wanted Americans to have an opportunity to gather in one place to watch the governor of Arkansas become the president of the United States," said Randy Mitchell, 28, sales representative for the Arkansas food company in Russia. The party at the Slavyanskaya/Radisson Hotel was the brainstorm of Quality Products President Graham Catlett, but Mr. Mitchell did the gladhanding along with his Russian-born wife, Irina. "It started at midnight and it's been a full house ever since," he said as three giant screens alternated between NBC and CNN, each ticking off the states Mr. Clinton had won. Cheers accompanied each victory. Boos resounded for President Bush's electoral-vote gains. Clinton-Gore posters and buttons and red, white and blue balloons were in abundance. "All the food here is from Arkansas," Mr. Mitchell said. "I myself have only been to Arkansas once, but I love it." Mr. Mitchell came to Russia three years ago.
