The violence began at 2:15 a.m., when Secret Service officers heard shots fired in the normally quiet tourist area in the 1700 block of State Place NW, in the rear of the Old Executive Office Building. Secret Service officers assigned to the White House came to the scene and found Gregg Anthony Ingram shot in the head and chest and slumped unconscious in the front seat of a 1981 Chevrolet Malibu. The engine was still running and the keys were in the ignition. Mr. Ingram, of the 1800 block of Second Street NW, was taken to D.C. General Hospital and pronounced dead about two hours later. In the day's second homicide in the District, an 87-year-old man was found unconscious outside his Fort Lincoln home in Northeast about 11 a.m. and died on the scene a short time later, an investigator said. Officials said the man had been either beaten to death or pushed down the stairs in his South Dakota Avenue home. At about 8:40 p.m., neighbors of the usually quiet Manor Park community in Northwest were startled by more than 20 rapid-fire gunshots. An older-model white car drove up alongside a yellow Ford and the shooting began, knocking out passenger-side windows and blowing at least one tire on the Ford, an official said. One of the four passengers was shot in the back of the head. The others were uninjured. At the adjacent Washington Hospital Center, a man suffering from several gunshot wounds was taken to the MedSTAR unit by a friend about 10:05 p.m. He was pronounced dead within minutes.
