The D.C. Council passed an emergency bill last month that includes a mandatory minimum 15-year prison sentence for persons found guilty of armed carjacking. A new federal law mandates a minimum 25-year sentence for those who injure motorists during a carjacking attempt. "We are seeing fewer offenses, fewer carjackings over the last 30 to 45 days," said U.S. Attorney Jay B. Stephens. While his office has indicted 13 persons on carjacking charges, he said the new statute could not be used because the crimes occurred before it took effect. S=NEW STORY Guard, inmate stabbed at D.C. Jail A corrections officer and an inmate were stabbed last night at the D.C. Jail, police said. A Corrections Department spokesman said it was unclear whether both men were stabbed by the same person during the incident, which occurred about 10:15 p.m. Reports that the officer was stabbed by an inmate, who was in turn stabbed by another prisoner, could not be confirmed. Both men were taken to D.C. General, where they were in stable condition late last night, corrections officials said. A hospital official said the wounds suffered by both the guard and the inmate were "pretty serious" and they were undergoing treatment as of midnight.
