Party leaders solicited the support of Perot backers at seven news conferences around Virginia. At Republican headquarters in Richmond, state GOP Chairman Patrick McSweeney said Mr. Perot's allegations of "dirty tricks" should not turn the independent's supporters against Republican congressional candidates. S=NEW STORY Block phone solicitors, consumers say The state should set up a program under which telephone solicitors for charities would be blocked from contacting people who don't want to receive such calls, consumer advocates say Cathleen Magennis, Virginia's secretary of economic development, said 80 percent of the $3.9 million collected for charities every day in the state goes to the solicitors themselves. Ms. Magennis' comments echoed the concerns of the state Division of Consumer Affairs and many of the 150 community leaders and consumer representatives attending a recent statewide consumer conference. The forum participants placed the need for a statewide telemarketing opt-out program near the top of its recommendations of issues that need to be given priority by the state.
