(AP) - Brad Hays, 58, a campaign strategist for Republicans including Richard Nixon and Gerald Ford, died Nov. 4 of an apparent heart attack. In 1968, Mr. Hays became one of the architects of Mr. Nixon's "Southern strategy," which drew conservative Democrats to the GOP in large numbers for the first time. He worked on Mr. Ford's 1976 presidential bid and the North Carolina campaigns of Govs. Jim Martin and Jim Holshouser, former U.S. Sen. Jim Broyhill, U.S. Rep. Alex McMillan, and Charlotte Mayor Sue Myrick. His last client, Lauch Faircloth, won a U.S. Senate seat in North Carolina the day before Mr. Hays' death. J.R. Parten, 96, aide to Truman, Kennedy MADISONVILLE, Texas (AP) - J.R. Parten, 96, an oil executive who served the Truman and Kennedy administrations, died Nov. 9. No cause of death was given. Mr. Parten was chairman of Parten Oil Co. of Houston. He was appointed chief of staff of the Allied War Reparations Commission by President Truman in 1945 and was responsible for getting crude oil and oil products to the military during World War II and the Korean War.
