L. Douglas Wilder took turns yesterday criticizing Attorney General Mary Sue Terry for her investigation of the state pension system. The Republicans also said Democratic lawmakers who have proposed a bill to force the Virginia Retirement System out of the real estate development business are simply trying to protect Miss Terry'spolitical career. Miss Terry, the likely Democratic nominee for governor next year, is investigating the tangled relationship between VRS and its real estate arm, RF&P Corp. She has criticized some RF&P directors for voting themselves raises and approving legal fees beyond what she authorized. In an angrily worded letter, Mr. Wilder accused Miss Terry of overstepping her authority and abandoning her clients - the VRS board. He also suggested that her investigation is unfairly tarnishing the reputations of board members - several of whom are political allies of Mr. Wilder's. "I feel your actions have left the board with no one to speak for its members," Mr. Wilder wrote. "Inasmuch as you were supposed to be their lawyer, they are now without anyone to advise them on legal matters. "How and why you now claim to be taken by 'surprise' by their actions when your office represented them . . . is surprising to me." At a Capitol news conference, Republican legislators also suggested Miss Terry must share the blame for the VRS problems.
