Mrs. Rowe-Brantley was born in 1936 in Goldsboro, N.C., and went to school there before attending Bennett College in Greensboro, N.C. In the 1960s, she came to the District, where she worked and studied at American University. She earned her master's and doctorate degrees in educational administration while counselor of graduate students in the College of Arts and Sciences. She joined the faculty of the Washington Technical Institute in 1971, where she eventually became associate dean of students. She moved to Knoxville, Tenn., in 1973 after her marriage to Edward J. Brantley, who at that time was president of Knoxville College. They returned to Washington in 1975, and she rejoined the faculty at WTI. When WTI merged with Federal City College and the District of Columbia Teachers College to form the University of the District of Columbia, Mrs. Rowe-Brantley served on several committees and was director of the Advanced Institutional Development Program. She later chaired the secretarial science department and was responsible for developing it into the department of information processing. In 1989, she was asked to serve as dean of the University College. There she worked on developing such programs as the Summer Bridge Program, the Developmental Education Program, the Freshman Orientation Seminar and the Honda Campus All-Star Challenge. She was a member of Phi Delta Kappa honor society, the National Education Association, the Bennett College Alumnae Association, the Capital City Links Inc. and the Capital Hillbillies. She is listed in Who's Who Among American Educators. Her husband died in 1987. Survivors include her sister, Sarah Rowe Hayden of Washington; two foster brothers, Ulysses Parks of Goldsboro and David R. Rowe of Roosevelt, N.Y.; a nephew and a niece, Keith R. Bland and Gamble L. Hayden of Washington; and a grand-niece. Funeral services were held Nov. 12. This article is copyright 1992 The Washington Times.
