Daniel Levy, 15, of Columbia; Angela Hall, 14, of Highland; and Carrie Simmons of Ellicott City were killed in the accident near Highland in southern Howard County, police said. Daniel Levy was driving on Route 108 near the Montgomery County line just after midnight when he lost control of the vehicle, police said. The car first hit a brick pillar surrounding a mailbox, then hit a tree before smashing into a telephone pole. Daniel did not have a license to drive and had taken his father's car without permission, said Sgt. Gary Gardner. None of the teen-agers was wearing seat belts. S=NEW STORY Judge suspends welfare cuts A judge granted an injunction yesterday ordering the state to temporarily rescind three budget cuts authorized by the Board of Public Works on Sept. 30. Baltimore City Circuit Judge Robert Hammerman ordered that money be restored to the General Public Assistance Program, the Aid to Families with Dependent Children Program and the Medical Assistance State-Only Program. The General Public Assistance Program grants were lowered from $205 to $154 as of Nov. 1. The program provides assistance to about 23,000 disabled adults in the state.
