Board of Elections and Ethics reported yesterday that the number of ballots cast in the city's presidential election set a record. The final total of 231,445 votes cast was more than 34,000, or 17.4 percent, more than the previous presidential election record set in 1988. In addition to the District, record voter turnouts also occurred in Virginia, Georgia and Louisiana, according to a post-election analysis published by the Committee for the Study of the American Electorate. Preliminary national data from the survey indicate that if the nation's capital were a state, it would rank in the top 10 in the percentage of increase above 1988 vote totals. A record 340,953 residents were eligible to vote, and 68 percent went to the polls. S=NEW STORY Officer shoots at inmate trying to flee hospital A D.C. corrections officer thwarted an inmate's escape late Sunday at D.C. General Hospital, police said. Raymond Taylor, 25, was being taken to the hospital emergency room for treatment of an undisclosed ailment when he attempted to flee, officials said. Cpl. Timothy Walker fired one shot in an attempt to stop Taylor. The inmate, who was in chains and handcuffs, was not hit. He was apprehended after a short chase on the hospital grounds, officials said.
