Fairfax County Juvenile and Domestic Relations Court Judge Michael Valentine said the county does not have jurisdiction over the case of Joey C., who lived in Mississippi until moving to Caroline County to live with his aunt and uncle. The boy, who sat in court yesterday wearing a gray sweater and chewing his fingernails, moved to Caroline County after Mississippi social workers removed him and four sisters from their parents in July 1990 because of alleged abuse. A Caroline County judge dismissed a suit filed there, saying the case should be handled in Mississippi courts. The Virginia Court of Appeals in Richmond is waiting to hear the case. The boy filed the suit after Gregory K. of Florida successfully terminated his mother's parental rights in a highly publicized case. S=NEW STORY Man charged after exposing self to boy Fairfax County police have charged a 49-year-old McLean-area man with two counts of indecent liberties after he allegedly exposed himself and fondled an 11-year-old boy he met at a county recreation center. Police said Larry C. McFarland of the 6900 block of South Ridge Drive approached the youth Nov. 7 in the shower room of the Oak Marr Recreation Center in the 3100 block of Jermantown Road in Oakton and asked him if he would like to drive Mr. McFarland's car. The boy agreed and got into the car with Mr. McFarland, whom police accuse of then driving to nearby Rosehaven Street, exposing himself and fondling the boy. Police said Mr. McFarland gave the boy $10 and told him not to tell anyone about the incident. He also asked the boy to meet him the following week. When Mr. McFarland came to the parking lot of the recreation center last Saturday, police arrested him. Police believe other youths may have been approached in the same manner at Oak Marr or other recreation centers. Anyone with information is asked to call 703-246-7800.
