Dolan III of Arlington, who has served as chairman of the state board for community colleges and president of the Virginia Bar Association, said yesterday that he will seek the Democratic nomination for attorney general. Mr. Dolan said he will focus on such issues as more prison time before parole, "more tools for prosecutors and police officers," and an emphasis on rehabilitating youthful offenders. Other Democrats expected to seek the nomination for attorney general are Bedford County Commonwealth's Attorney James Updike and Delegate Howard Copeland of Norfolk. Mary Sue Terry, the two-term incumbent, is the party's likely nominee for governor. S=NEW STORY Alexandria man admits to kidnapping plot An Alexandria man has admitted he planned the kidnapping of two sons of a wealthy Korean businessman. As part of a plea agreement, Heon Sik Park, 39, pleaded guilty Monday in U.S. District Court in Baltimore to one count of attempted hostage taking. The FBI, with the help of Baltimore police, arrested him at a storage facility in Baltimore on April 24. Authorities learned through an informant that Park planned to kidnap the brothers, who are attending Ivy League schools in this country, said Assistant U.S. Attorney Virginia B. Evans. Park began planning the kidnappings in 1989, years after working in a Korean factory owned by Jong Hoo Kim, father of the two boys, prosecutors said. Park tried to get an organized Korean gang to help him carry out the kidnappings, but that plan was foiled when an FBI agent who had infiltrated the gang learned of the plan to extort $4 million, prosecutors said.
