Brooke Maurice Tolliver, 21, walked into police headquarters with his lawyers and gave himself up. Tolliver was wanted in connection with the Oct. 25 shooting death of Craig Ronald Austin in front of Howard University's Blackburn Center in the 2400 block of Sixth Street NW. In conjunction with the Washington Metropolitan Field Office of the FBI, The Times each Friday publishes a description and photograph of a person wanted for a major local crime.
