Medical Examiner's Office has classified last week's death of a 7-week-old boy a homicide. Metropolitan Police identified the infant as Tyvonne Joseph Balton of the 3200 block of Water Street NW. He was taken to D.C. General Hosptital about 10 a.m. Thursday from an address in the 3600 block of Hayes Street NE, police said. The medical examiner pronounced Tyvonne dead at 10:21 a.m. and listed the cause of his death as blunt-force trauma. Homicide detectives are investigating the case and have released no further details. S=NEW STORY Vote today on school budget The Finance Committee of the D.C. Board of Education is slated to vote today on a $513.5 million budget request for 1994 that would cut 683 staff positions, including 430 teachers, and cut school-based programs by $8.5 million. The proposed budget is slightly different from the version presented to the board Nov. 12. It cuts more administrators and takes less from classroom programs. Out of 461 central administrators, 100 will lose their jobs under the proposal to be voted on today, double the number in the original proposal.
