In throwing out a lawsuit by seven relatively poor school districts, Judge Melvin R. Hughes Jr. said the Virginia Constitution does not require equal funding for all districts. Gov. L. Douglas Wilder said the lawsuit was "not only a waste of time but a waste of money." He said he did not know how much the state spent defending its position, "but it's money that could have been spent for other purposes, to wit, ending disparity." S=NEW STORY Park service delays Skyline Drive closure The director of the National Park Service agreed yesterday to delay plans to temporarily close about 70 miles of Skyline Drive, a day after seven congressmen urged him to reverse his decision. Shenandoah National Park is trying to save more than $1 million by not filling several vacant jobs and by closing parts of Skyline Drive, the scenic mountain highway through the park, for six months starting Dec. 1. The park plans to close the highway from Front Royal to Thornton Gap on U.S. 211 and from Swift Run Gap on U.S. 33 to Rockfish Gap on Interstate 64, park officials said. The only open section would be 25 miles between U.S. 211 to U.S. 33. S=NEW STORY Man convicted in 7-Eleven slaying A Fairfax County jury yesterday convicted a Springfield man of murder and robbery for his role in the Sept. 2 slaying of a 7-Eleven clerk who was working the overnight shift at a Franconia store. The jury recommended a sentence of 72 years for Darrell A. Wilson, 29, the first of four men who will be tried by February for the murder and robbery of Mohammad Z. Kayani, 34. A fifth man will stand trial only for robbery in the case. Wilson did not fire the gun that killed Mr. Kayani, Commonwealth's Attorney Robert F. Horan Jr. told the jury yesterday.
