Chief Mitchell presented the seven officers with the keys to new police cruisers for their results in the competition. Officers from 15 agencies from throughout the Washington region competed on Nov. 14 in the contests that tested the officers' skills. The team was made up of Cpl. William Bertwill, Cpl. Jeff Henderson, Cpl. Francis Masino, Pvt. Darin Bugh, Cpl. Trant Tolson, Cpl. Donald Frick and Pvt. Gregory Chandler. S=NEW STORY New rules issued for police chases A new policy bans Montgomery County police officers from chasing vehicles into surrounding jurisdictions unless the suspect is believed to have committed a violent crime and to be carrying a weapon. Police Chief Clarence Edwards, who ordered a review in August of the department's rules on police pursuits, said Tuesday the new procedures were designed to balance the safety of the public and police officers, as well as to make supervisors more accountable in deciding when to terminate potentially hazardous chases. Under the new policy, a police officer must have probable cause to believe a violent felony - homicide, rape or armed robbery - has been committed to pursue a suspect outside the county. The new policy is similar to one implemented last December in the District of Columbia after seven persons were killed last year in high-speed police pursuits in the city.
