Mr. White was the man whose car police found parked at White Oaks Elementary School in Burke in April. The car contained several pipe bombs. Police searched for him from that time until his remains were discovered months later. Police are not releasing the name of the man arrested because he was 17 at the time Mr. White was killed. Police believe the motive for Mr. White's death was robbery. S=NEW STORY Kindergarten rule to cover 5-year-olds A rule requiring all 5-year-olds to attend kindergarten could cause problems in districts without public preschool programs, the president of the Virginia Board of Education said. The board voted unanimously Tuesday to require 5-year-olds to attend kindergarten unless they are enrolled in public or private preschool programs. The General Assembly must approve the board's ruling. Officials estimate 6,000 Virginia 5-year-olds - nearly 8 percent - are not enrolled in any kind of kindergarten or preschool. S=NEW STORY Jefferson Hospital to shut down Inova Health Systems will close a Northern Virginia hospital cited by Gov. L. Douglas Wilder last year as an example of mismanagement in medical care. Jefferson Hospital in Alexandria will convert to a long-term care center Jan. 1 for patients who don't need traditional hospitalization, but require care for several weeks or more.
