The headquarters on 9th Street NW will be opened on a limited basis Nov. 2 after being closed for the past 18 months. The YWCA will resume its seven-day schedule of activities in January. Officials originally announced in February 1991 that the 12-year-old building had to be renovated to meet new District fire and handicapped-access regulations. S=NEW STORY Barry receives African blessing Former mayor Marion Barry yesterday received a libation blessing as a Nigerian tribal chief at a ceremony in Southeast. The blessing was bestowed by King Eze Emmanuel Okoro of Nigeria at Union Temple Baptist Church. King Okoro represents 14 million Nigerians and anointed Mr. Barry as a "true friend" of his people. The king was assisted by the Rev. Willie Wilson, pastor of the church. Mr. Barry, who was released from federal prison in April after serving a six-month sentence for cocaine possession, is a Democratic candidate for a Ward 8 city council seat.
