Rohrback executive vice president and Elisabeth A. Baldwin internal auditor. Sterling-based Atlantic Coast Airlines/United Express elected Kerry B. Skeen president and chief operating officer. Since the airline was formed Oct. 1, 1991, Mr. Skeen has been executive vice president and chief operating officer. James River Corp., a Richmond paper products maker, promoted Stephen E. Hare to senior vice president for corporate finance and chief financial officer, and appointed him to the firm's Corporate Business Council. Mr. Hare replaces David J. McKitterick as chief financial officer. Mr. McKitterick left the company in March 1992, the company said. Mr. Hare joined James River as vice president and treasurer in June 1990 and, in February of this year, assumed the expanded role of vice president for corporate finance. T. Tracy Bilbrough was named vice president of sales and marketing for the Professional Power Tools division of Towson-based Black & Decker Corp. Most recently, Mr. Bilbrough was director of sales and marketing for the same Black & Decker division. The George Mason University School of Law appointed Quay Wallace Watkins director of its office of career services. A lawyer, Ms. Warkins previously worked in the law firm of Carr, Goodson & Lee, where she specialized in environmental and civil litigation. Timothy R. Burniston was named deputy assistant director for specialized programs at the Office of Thrift Supervision. He succeeds Jerauld C. Kluckman, who is retiring after more than 30 years of government service. Mr. Burniston has been with OTS and its predecessor agency for five years and was senior program manager for compliance in the Specialized Programs division. Previously, he spent 11 years with the Federal Reserve System. The Federal Trade Commission named Mary Lou Steptoe acting director of its Bureau of Competition, effective Nov. 12.
