Derwinski, former secretary of veterans affairs, has been named a visiting fellow at the Heritage Foundation, the conservative public policy research institute announced Monday. Mr. Derwinski, a former Republican congressman from Illinois, was named head of the Veterans Administration by President Bush in 1989 and appointed secretary when the VA was elevated to Cabinet level in March of that year.
