The acid rain regulations are a cornerstone of the 1990 Clean Air Act, which requires 110 of the country's dirtiest coal-burning electric power plants in 21 states to cut sulfur dioxide pollution roughly in half by 2010 with most of the reductions expected in the next eight years. EPA Administration William Reilly said the acid rain rules will be followed by a number of other air pollution control regulations to be announced in a few days. Many of the rules have been bogged down for months by disagreements between the EPA and the White House over their impact on business.
