"This is the first time an executive branch department has introduced a scholarship program of this magnitude for undergraduate study," Mr. Madigan said. The four-year National Scholars Program is open to those studying agriculture or related subjects at the 17 mostly Southern schools. Mr. Madigan said it is the largest federal scholarship program in the nation's history devoted to study related to agriculture.
