Mr. Arafat told Reuters in an interview late Tuesday night the decision would depend on the results of an intense series of diplomatic contacts with the United States, Russia, and Arab and Moslem governments. "The negotiations have reached a dead end," Mr. Arafat said, sitting at his desk in front of a huge poster of the gold-covered Dome of the Rock mosque in Jerusalem. He said leaders of the Palestine Liberation Organization and of the Palestinian delegation to the peace talks had agreed at a meeting that ended in Tunis Monday that the last two rounds of negotiations with Israel in Washington had achieved "zero."
