High Commissioner for Refugees said yesterday. High Commissioner Sadako Ogata issued a statement saying she would formally appoint Ms. Loren as a goodwill ambassador Nov. 18. "Sophia Loren has expressed great concern for the situation in the Horn of Africa," Mrs. Ogata said. Tribal warfare, anarchy and famine in the region have created one of the worst humanitarian disasters in recent memory. About 1 million Somalis have fled the chaos in their homeland for refuge in Ethiopia, Kenya and Yemen, the agency said, adding that millions still in Somalia risk starvation.
