Ten members of the Judiciary Committee cited a meeting Kevin Nealer, a former member of the Senate Democratic Policy Committee, had with the European Community ambassador to Washington on the General Agreement on Tariffs and Trade talks. They also cited reports that after the meeting Ambassador Andreas Van Agt sent a cable to European Commission President Jacques Delors and that Mr. Delors had reached an understanding with Mr. Clinton to delay any GATT agreement until after the election. An EC official said the cable Mr. Van Agt sent was simply a report of the aide's analysis of the trade situation and that there was no commitment by Mr. Delors to delay any agreement. The 10 Republicans said in a letter to Attorney General William Barr that if the charge of interference is true, the Clinton campaign violated the Logan Act, which bars people from holding foreign policy talks for their private ends. "In our view," the letter said, "this situation represents a very serious interference with the conduct of American foreign policy and our international trade relations, solely for political benefit." Shortly after the Republican bid for a special counsel was announced, the EC and the United States announced they would hold talks in Chicago tomorrow on GATT and a related dispute over European subsidies on soybeans.
