Circuit Judge John J. Mitchell imposed the sentence on William Wayne Parks, of the 12900 block of Travilah Road. Killed in the accident at 3:15 p.m. on Valentine's Day was Paul Engler, 66, an engineer from Falls Church. Mr. Parks is to return to court in February to arrange for restitution to Mr. Engler's family. Court officials said Mr. Parks has no previous record. Police said the cars collided at Sugarland and Partnership roads. Mr. Parks' passenger, Steve Christman, who lived at the same address as Mr. Parks, lost an eye and suffered broken ribs in the crash, said Assistant State's Attorney Thomas Tamm. S=NEW STORY Credit union unamused by clown-suited robber So many employees were dressed in costumes for Halloween and so the clown escaped attention yesterday morning until he held up the credit union in Rockville. It was just before 7 a.m. when employees were arriving for work at Acme Continental Credit Union in the 7300 block of Calhoun Place. A black man, his face painted white, wearing a red wig, red nose, crooked teeth and dressed in a clown suit entered. The treat ended and the trick began when he suddenly displayed a "large handgun" and demanded money. He got it and fled on foot, carrying a dark blue duffle bag, said Montgomery County Police spokesman Sgt. Harry Geehreng. Police arriving on the scene quickly figured out that he had gone east. With a police dog, they found a clown's shoe, a red nose and a red baseball cap - all on a line east from the credit union. Police were still looking for the clown last night.
