State officials also are investigating Dale R. Williams, 29, after dozens of homeowners complained that he signed contracts to build backyard decks, took large deposits and then failed to deliver. Homeowners have won more than two dozen judgments totaling more than $50,000 against Mr. Williams, who operates as McLean Decks or Williams Building. Fairfax authorities have charged him with failing to have proper licenses, a misdemeanor. If convicted in Loudoun, he faces up to 20 years on each of five counts of construction fraud, a felony.
