Halloween revelers milk what fun they can from an udderly drippy night
last night on Wisconsin Avenue in Georgetown, where police outnumbered a
trick-or-treat crowd that fell short of the traditional stampede.  A
threatened police sickout didn't materialize, so party animals (from left)
Louis Coppa, Linda Mae Coppa, Erik Beirmeister and Kim Granowksi had plenty
of protection.
