Alfonse D'Amato and Democratic challenger Robert Abrams continued to hurl charges at each other yesterday during the final debate of their nasty Senate campaign. Mr. Abrams, the state's four-term attorney general, accused Mr. D'Amato of having "rigged" federal housing grants that went to Mr. D'Amato relatives, friends and campaign contributors. "I think the senator really crosses the line on ethical behavior," Mr. Abrams said. Mr. D'Amato, seeking a third term, denied any wrongdoing and said Mr. Abrams "ought to be ashamed" for running such a negative campaign.
