The accords pledge the two countries to cooperate in helping Azerbaijan develop small- and medium-scale industries, build up a statistics system and train technical experts. Azerbaijan, which has close ethnic and religious ties with Turkey, opened an embassy in Ankara yesterday. Turkey's president, Torgut Ozal, said Ankara supports Baku's position in its conflict with Armenia over Nagorno-Karabakh and favors international efforts for a peaceful solution.
